Uganda Earns Seat on UPU Council of Administration in Dubai: A Major Step for Posta Uganda

Uganda has secured a coveted seat on the Universal Postal Union’s (UPU) Council of Administration following elections at the UPU Congress in Dubai — a milestone that highlights both the strength of Uganda’s diplomacy and Posta Uganda’s growing voice in shaping the future of postal services worldwide.

The contest was intense. Egypt topped the African block with 133 votes, Tanzania followed with 132, while Uganda clinched 129 votes, earning its place among the top three. Other African countries that made it to the Council include Morocco, Ghana, Seychelles, Madagascar, Nigeria, Cameroon, Zimbabwe, and Mali. 

Several contenders, including Benin, the Democratic Republic of Congo, Eswatini, and Mauritania, fell short — a reminder of how fiercely contested these positions are.

The UPU, a United Nations agency that steers the global postal network, relies on its 43-member Council of Administration to oversee operations and guide strategic priorities between Congresses. Uganda’s return to the Council — the first since its 2016–2020 term — comes at a time when the postal sector is redefining its role in digital inclusion, e-commerce, and financial services.

 

For Posta Uganda, this election is more than a seat at the table. It provides a platform to:

  1. Influence decisions that will shape the international postal landscape.
  2. Advance innovation and modernization of service delivery.
  3. Represent the interests of developing countries, particularly in Africa, on critical issues of connectivity and inclusion.
 
This victory also satisfies UPU’s governance requirement that at least half of the Council’s membership be renewed at each Congress, with no country allowed more than two consecutive terms. Uganda’s re-entry signals a renewal of trust in its leadership and vision for a people- centered postal sector. 

The achievement cements Posta Uganda’s place not just as a national service provider, but as a regional and global influencer. By bringing Africa’s priorities to the international stage, Posta Uganda is helping to ensure that the postal sector remains a bridge to opportunity — supporting commerce, digital inclusion, and government services in line with the Sustainable Development Goals (SDGs).
